After some research, Taylor's 16 total tackles is a league-record going back through the 2002 season.

The NFL Europe website has all the the box scores from games 2002 to now, and Taylor's tackle total is tops. Two players since then posted 15:

Raymond Perryman
Amsterdam Admirals
15 total (11 solo)
Week 2 - 4/20/2002
Went on to play 10 games for the Baltimore Ravens and Jacksonville Jaquars from 2002 to 2004.

Rich Scanlon
Berlin Thunder
15 total (10 solo)
Week 5 - 4/30/2005
Went on to play in all 16 games for the Kansas City Chiefs in 2005.

Frankfurt (4-2) defeated Berlin (2-3-1), 18-17, nailing a FG with two seconds remaining in the game.

With Berlin up 17-9 with under six minutes left in the fourth quarter, Frankfurt scored a touchdown and went for a two-point conversion to tie it. The Frankfurt quarterback rolled to his right and Jermaine Taylor converged on him which forced him to throw it (incomplete) into the endzone.

Taylor didn't start at linebacker for the first time, so he finished with only four tackles (three solo) and one pass deflection.
